The short answer
Late April to mid June, and September to late October, are the best times to visit Skopje. Both windows are mild and walkable, everything is open, and shoulder-season prices are still low.

Spring (April to June)
Spring is Skopje's best window. Days are warm and evenings cool, the Vardar river runs high with snowmelt, and Matka Canyon is at its most dramatic. Vodno is green rather than scorched, and the whole city feels easier to walk.

Summer (July to August)
Summer in Skopje is genuinely hot. The city sits in a valley and regularly passes 35C, with spikes near 40C. Locals leave for Ohrid and the coast, and the city empties out in August. Plan sightseeing for early morning and evening, and save the middle of the day for Matka Canyon, where the water and the gorge walls keep things cooler, or for somewhere indoors. Terraces stay busy late into the night.

Autumn (September to October)
Autumn is the other sweet spot. September still feels like summer without the punishment, and October brings clear light that flatters the Old Bazaar and the hills around the city.

Winter (November to March)
Winter is Skopje's cheapest and quietest season, with snow on Vodno, empty sights, and Christmas and New Year in Macedonia Square. It is also the one season that needs a caveat rather than a sales pitch - see the air quality note below.
A practical note on winter air quality
Skopje sits in a basin, and in cold, still weather a temperature inversion can trap smoke and traffic emissions over the city. Between roughly November and February, Skopje can record some of the worst particulate readings in Europe. This does not happen every day, and it is not the whole winter, but anyone with asthma or a respiratory condition, and anyone travelling with small children, should check a live air quality index before booking winter dates and plan around it. The rest of the winter offer, low prices, snow on Vodno, empty sights, Christmas and New Year in the square, is genuinely appealing. It is just worth going in with a plan.
